中国人熟知的长途电话区号中，前面的0是中国大陆地区国内长途电话接入码字
冠，0以后才是区号；但在现在的区号格局确定的20多年里，0和后面的区号被习惯性地
并列称为电话区号。
0之后1字头的长途区号，中国只此一家：北京。(0)10代表首都，显得无可非议。
接下来的2字头分别是：(0)20广州、(0)21上海、(0)22天津、(0)23重庆、(0)24沈阳、
(0)25南京、(0)27武汉、(0)28成都、(0)29西安——在国家电信部门“太公分猪肉”分
派国内各大城市长途区号时，2字头的单单留下了一个026没有派上用场，就像女娲炼石
补天，偏偏就多出一块石头没有用，于是就有了《红楼梦》里的诸多悲喜痴嗔。
剩下了一个026，它会给谁？
如果电话区号仅仅是电话机上的键盘数字，那么一切会非常简单；但它不是。在中
国，从会议名单到主席台座位，从车牌号码到QQ号码，排名的先后、座位的摆布、数字
的多寡都被视为一种心有灵犀的权力榜，象征着不同等级的资格、待遇和权力。成为城
市在通讯世界中的代名词的长途电话区号，同样被附加了通讯之外的别种权力榜意味。
有1997年重庆直辖时获得023新区号的例子在前，人们更加相信这样的逻辑：2字头的都
是全国性的大城市，或叫中心城市；要是争取到了2字头的长途区号，那就是对大城市
地位的一种国家认可。
在多年空置之后，026成了一些后来居上的城市竞相觊觎的长途电话区号。很明
显，无论是被驳回的深圳，还是想入非非中的兰州、大连、苏州、杭州、长沙，它们要
的都不是区号，而是区号所象征的全国性排名。
觊觎026
这成了一个在互联网论坛上玩之不厌的悬念游戏：中国剩余的城市中，谁才有资格
摘取026的桂冠？在一些城市论坛上，吃饱了饭的中国人民喋喋不休地辩论：自己的城
市才有资格。
西南、华东、华北、中南各有两个2字头的区号，于是西北的城市兰州有人说，026
应该给兰州，东北的大连也有网民说，大连是北方香港，应该给大连。
但是且慢，有人说了，不能搞绝对平均主义，2字头必须给经济实力强的中心城
市。华东的苏州这两年风头正劲，2004年GDP刚排到了全国第四；有苏州网民说了，南
京025，苏州026，正好。杭州网民肯定不同意，他们正在网上讨论，杭州应向中央争取
026。
绝对不仅仅是互联网上的无聊话题。早在2000年，长沙就有学者发表专论，建议长
沙-株洲-湘潭三城一体化之后，向中央申请026的区号作为融城之后的长株潭一体化城
市的长途区号。
对026最为正式的图谋发生在2002年全国“两会”期间，当时出席全国政协九届五
次会议的全国政协委员胡政光向全国政协提交《关于将深圳长途电话区号0755升为026
的建议》案。胡政光说，深圳的总体实力已经跃居国内大中城市前茅，0755已不能真实
反映深圳市在全国经济比重中的重要地位，建议国家有关部门将目前闲置的026电话长
途区号引入深圳，替代0755使深圳拥有一个与之经济实力、人口规模相符的电话区号。
为什么要打026的主意？
刚刚电话号码升8位的青岛，中国海洋大学城市文化研究所张胜冰所长对笔者说，
这就像许多城市都急于把电话号码升8位一样，尽管7位已能满足不超过1000万门电话的
城市所需了，但是哪怕装机只有三四百万部的城市，也急吼吼地要升8位，原因就是，
几乎所有大城市都升8位了，自己要是不升，那就不像个大城市了，挺丢人。
